Description of project: A major technical
assistance project to support comprehensive public administration reform in
Russia. This project will contribute to the creation of a professional,
accountable and ethical civil service by assisting the Presidential
Administration to improve civil service policy and management and develop
programmes for the (re-)training of civil servants.

Best practice in HRM - to improve
human resource policy and
management in the civil service,
including the development of new
legislation and regulations regarding
the classification, compensation and
ethics of civil servants.
