In order to achieve its goal of promoting public administration reform in transitional countries, the Nicolaas Witsen Foundation carries out strategic projects, both large and small, for national governments and international donors such as the European Commission, the World Bank and the EBRD.

In the past decade, we have carried out a number of consecutive high-level policy advice projects, working directly to politicians and senior officials in Russia, Ukraine, Macedonia, Kazakhstan and Armenia.
Recently, our activities have expanded outside Central and Eastern Europe to include advice to various EU governments on the reform of central and local administrations.

We have successfully managed five major projects on public administration reform in Ukraine, Uzbekistan and Russia in the past five years.

Key aspects of these major projects generally include:
  constructive cooperation with project
  counterparts
  a flexible framework for reform
the participation of highly motivated civil
  servants
  intensive study tours to Central/Western
  Europe
  viable options and impact assessment
  legal and managerial recommendations
coaching and training of civil servants
