Description of project
A high-level policy advice project focused on the joint development of recommendations for improving the legislative basis governing conflicts of interest and good conduct in the Russian civil service. The following activities were carried out by a team of Russian and EU experts:
review of the existing regulatory framework governing conflicts of interest and the conduct of civil servants review of international experience in ensuring good conduct of civil servants and preventing conflicts of interest in the civil service comparative study of European and international standards and practices on effective good governance drafting a Code of Conduct for civil servants drafting a regulation on conflicts of interest, detailing prohibitions and restrictions on the participation of public servants in official matters where they have a direct or indirect private interest development of institutional options, procedures and implementation guidelines to improve the conduct of civil servants and regulate conflicts of interest in the civil service building of support amongst senior officials for the implementation of a Code of Conduct for the civil service developing recommendations for raising awareness and understanding of regulatory initiatives and enforcement issues with regard to the good conduct of civil servants
The project was highly evaluated by the Russian Government and the European Commission and resulted in a Presidential Decree stipulating the principles of good conduct in the Russian Civil Service.
