Description of project
A high-level policy advice project focused on the analysis and preliminary costing of proposals for decentralisation, equitable representation and the development of local self-government as stipulated by the Framework Agreement (FA) agreed by the Macedonian government and ethnic Albanians on 13th August 2001.
Key activities were:
analysing in detail the fiscal impact of the implementation of the FA, with differentiation of one-time and recurrent costs, in a multiple-year calculation reviewing the opinions of key government and civil society stakeholders advising on the various draft laws concerning the development of local self-government making recommendations on the decentralisation of functions, development of accountabilities and appropriate financial arrangements, with due attention for the needs and the costs of implementation at the the municipal level identifying the number of staff, training requirements, costs and procedures needed to reach a desired level of equitable representation throughout the government consulting with other international actors and reviewing their work holding a workshop for officials from the Ministry of Local Self-Government and Ministry of Finance.
