Description of project
Within a major project on inter-governmental financial relations, the Nicolaas Witsen Foundation provided high-level advice on the reform of intergovernmental finance as put forward in the 10-year Strategy for Economic Reform developed by the Minister of Economy German Gref. The key activities of this project were:  
  Assessment of economic policies and taxation proposals with a view to their legal basis,
  proportionate allocation of functions and resources, financial impact and political
  achievability
  Review of proposals for the redistribution of powers and functions between federal and
  regional governments
  Presentation of international experience, key principles and practices in inter-governmental
  financial relations
  Analysis of stakeholder opinions through individual meetings with representatives from the
  Duma, the Federation Council, the Ministries of Finance and Economy, regional
  governments and various academic research institutes
  Facilitation of a workshop with representatives of these key stakeholders
