Description of project
A major, complex project on implementing administrative reform through the provision of inter-active policy advice, operational support and training. 135 senior civil servants from 16 central government bodies participated in developing and implementing recommendations to improve the accountability, effectiveness and efficiency of their institutions with the support of expert practitioners and consultants from EU, Poland and Ukraine.
Key topics developed intensively in the course of the project across government bodies were:
Improving the co-ordination mechanisms for European integration within the Presidential
Apparat, the Government Secretariat and the Ministries of Economic Affairs, Foreign
Affairs and Justice.
Clarifying the role and function of the new state secretaries (highest civil servant in each
ministry) with the Presidential Administration, the Government Secretariat and
selected ministries
Improving the performance of the Government Committees within the Government
Secretariat and key ministries
Working with the Main Administration of the Civil Service to improve human resource
management, including objective recruitment, performance management and
remuneration systems.
Other topics focused on:
Drafting amendments to the Administrative Code with the Ministry of Justice and the
Parliament
Developing an Executive Information Web-Portal for the Government Secretariat
Realigning the structure and functions of the Anti-Monopoly Committee with European
standards
Developing regional policies for the financing of social services with the Ministries of
Finance, Education and Social Policy and Labour.
The project was highly evaluated by the Ukrainian Government, the European
Commission and the World Bank, in particular for its participatory approach, the
effectiveness of its policies, the sustainability of its recommendations and the ability of
its participants to promote and implement change in their organisations.
