Description of project
This project was commissioned by European Commission's DG External Relations and DG EuropeAid and was implemented by a team of in-house experts from the Nicolaas Witsen Foundation. The main objective of this project was to review models and applications of aid conditionality as used by international donor organisations and on the basis of this research, provide recommendations for improving the effectiveness of the EU's Tacis Programme.
The main activities of the project included:
- A comprehensive literature review examining "best practice" in the use of conditionality. More than one hundred titles, many from key donors such as the European Commission, the World Bank, the IMF and the OECD were consulted.
- A series of interviews with stakeholders from the donor community in Brussels, Washington, and key recipient countries, like Russia, Ukraine, Georgia and Kazakhstan.
- Development and presentation of recommendations to the European Commission for future application in the new Tacis programme.
