Description of project
A major technical assistance project to support comprehensive public administration reform in Russia. This project will contribute to the creation of a professional, accountable and ethical civil service by assisting the Presidential Administration to improve civil service policy and management and develop programmes for the (re)training of civil servants.

The project is organised in three components:
  • Best practice in HRM - to improve human resource policy and management in the civil service, including the development of new legislation and regulations regarding the classification, compensation and ethics of civil servants.
  • Training - to enhance the professional skills of civil servants in applying modern HRM practices by developing a relevant and up-to-date training modules for civil servants and trainers in co-operation with Russian training institutes.
  • Pilot applications - to implement new HR management approaches and policies (such as job descriptions and performance management) in key ministries and selected regions (including Veliki Novgorod, Astrkahan and Tver).
