Description of project
Project management and expertise to define a conceptual position on access to
information. On this basis, to make recommendations on drafting further legislation and
to develop standards and regulations for management of information, for use by public
and government.
The following activities are being carried out by a team of Russian and EU experts:
review current policies and draft legislation of Russian Federation describe EU models of legislation, policies and practices develop clear guidelines to govern public access to government information make recommendations on penalties for misuse of government information recommend procedures to ensure good conduct of civil servants in providing access to information develop a policy on charging for information organise a study tour for eight Russian civil servants to the Netherlands, Belgium and the UK.
