In 2004 and 2005, the Nicolaas Witsen Foundation was selected by the European Commission to participate in three multi-country framework contracts for writing terms of reference, assessing tenders, providing policy advice and evaluating projects in the area of public administration reform.  

In 2003 the Nicolaas Witsen Foundation was commissioned by the European Commission's DG External Relations and EuropeAid to carry out a high-level strategic study regarding the use of conditionality in the Tacis Programme.  

From 2001-2003, the NWF carried out a series of high-level, inter-active policy advice projects for the European Commission with the Ministry of Economic Development and Trade in Russia on:
 
  guaranteeing citizens' access to public information
  preventing conflicts of interest in the civil service
  promoting good conduct in the civil service.
 
In 2001, the NWF carried out an important assignment for the Dutch government to assess the fiscal impact of the Framework Agreement in Macedonia.
 
Earlier assignments include a series of high-level policy advice projects with senior politicians and government officials in Ukraine, Kazakhstan and Armenia on the reform of central, regional and local government.
 
The approach employed by the NWF in the development of these high-level projects is based on:
 
  an analysis of strengths and weaknesses, opportunities and constraints
  a description of relevant best practice experience from other countries
  a number of realistic options for the short and longer term
  an action plan for the implementation of reforms chosen by the client
  the identification of the resources necessary to implement the action plan.
