Tacis project 'Civil Service Reform (Administrative Reform II)'
The third cycle of the project commenced in October 2005 and runs until March 2006. Five core groups of eight civil servants each are participating in a work and training programme which includes seminars, study tours and workshops. The core groups are assisted by local and international experts in developing legislation and recommendations on the following topics:
At the federal level:
  • Development of Model Regulations for the Implementation of Civil Service Law at the Regional Level
  • Development of Criteria for Evaluating the Effectiveness and Productivity of Civil Servants
  • Development of a draft programme for an MPA (Master's in Public Administration) for senior civil servants
At the regional level (Tver and Astrakhan):
  • Development of a Methodology for Evaluating the Performance of State Organs at the Regional Level
In addition to the core group activities, the project has begun with the development and delivery of a major training programme consisting of:
  • five one-week training modules for 340 civil servants in five regions
  • a train-the-trainer programme for 100 federal and regional trainers
  • the dissemination of distance learning techniques and materials.
This tailor-made training programme is being developed in close co-operation with local training institutes and will be delivered by international and local experts between October 2005 and October 2006.
